Internet Explorer caching proxy scripts

I am having an issue with Internet Explorer caching a pac file that I have stored on a local web server in my network.  I have attempted to disable this in group policy and by editing the registry.  Microsoft has written the following article about disabling the caching of proxy scripts "http://support.microsoft.com/kb/271361".  I have checked to ensure that the gpo is being applied correctly and i have also checked the registry key that is specified in the article and the value is already set to "0".  I believe that it is getting this setting from group policy.  Does anyone have any idea why Internet Explorer would still be caching my pac file?

have you tried running gpupdate /force to see if that clears the .pac

ie should not be caching it

yes, i also have this gpo applied on a bout 30 computers and they all have this problem.  I have ran gp queries on several machines and the results show that the gpo is applying correctly.  I have tried to delete the cached pac file, but it always comes right back even though the gpo is set to not cache the script.
try gpupdate /force in safe mode with network and reboot after see if that helps
It could be a profile issue so also use the local admin account for the safemode gpupdate
I tried this also, and I get the same results.  When I run a query on the policy it is showing that the policy is applying to the client correctly.
