Outlook goes offline and stays offline no reason

We are in an exchange environment, mixed of 03 and 07.
We have seen issues where outlook will go to offline mode.
I understand this will happen if the exchange server becomes unavailable.  I also understand that outlook will automatically become available when the server comes back online.
One thing we are seeing is outlook will go to offline for no reason, and stay in offline mode.
We have to manually right click offline and take the check mark off of work offline.  It will then work normally.
The settings in our environment is set to automatically reconnect.
One thing to note is there are never any exchange issues going on when this happens.
This also seems to be hit or miss, some people once in awhile get this, and others dont.
Sometimes it works as it is supposed to, other times it does not.
My questions is is this a bug?  Why would it go offline and stay offline?

I saw that thread, but it did not really answer what I was looking for.
From my understanding, outlook should go to disconnected when the server is unavailable then back to connected automatically (as long as you have that set in options, which we do) when it is available again.  What is happening is outlook is going offline for no apparent reason.  We are not doing any maintanence nor are the servers going down.  It seems to do this on its own.  Once it goes offline, it stays that way until they call in and we walk them through taking the check mark off of Work Offline.
This only happens ever so often, but often enough to grab managements attention.
What could cause outlook to go offline like that??
