Create and implement a process for all users to back up data from their local C drive to their remote home directory   M drive. This needs to be a simple one-click, manual interaction for the user, giving them the flexibility to back up files as they feel fit. This process should also allow users to easily retrieve the backed up files from their M drives .
1) When user logs in, C:\Data folder should be checked and it should be created if required.
2) An Icon be created on desktops which does remote backup with user interaction
I just need the scripts to implement this and I will link them to group policy

Have you considered using folder redirection?  You can redirect users' My Documents folders to their Home (M:) drives and just have them save everything to My Documents.  Redirected folders are available offline and are automatically synchronized when a connection with the server is present.

What kind of user interaction do you need?  You could just run a log in script that launches the NTBackup utility in Wizard mode....then they step through the processes to back up what they need....

I have saved the ntbackup utility with predefined settings as backup.bks. How can I run this file with one click user interaction.
Also, I would like to run restore the same way.

You should be able to use a shortcut to this command
ntbackup backup @backup.bks /M normal /J ""Name Of Backup Job"" /l:s /f "\\server\share\backup.bkf"

Check if that works to back up files from your job file.

HOW TO COPY SHORTCUT:
I have created a shared folder with batch file and its shortcut on the DC and have linked a script for copying both batch file and its shortcut when the user logs in in the group policy.
whenever a user logs in, the batch file is copied from DC to his local workstation which works fine. However, the shortcut is not copied from DC to local wkstn. How can I achieve this ?
here is the batch file: Even on the DC when in cmd prompt, I enter each copy command at a time:
------------------
@ECHO OFF
copy  /y "\\apollo\Icon\Data_BCKP.bat" "%USERPROFILE%\Desktop\"
copy  /y "\\apollo\Icon\Data_BCKP.lnk" "%USERPROFILE%\Desktop\"
pause
-------------
Data_BCKP.bat is copied
However for Data_BCKP.lnk ,I get the message - The system cannot find the file specified.
