Execute program 30 mins after system start up

I want to run a clp program 30 minutes after the system startup. Is this possible? or perhaps start a program after a specific service (java) is up and running.

why not simply put it in the start up process with a dlyjob cl command.
that is assuming you submitt to batch

isn't there a more generic way that works without doing it with the start up program?
Adding this program run would be part of an installation process.
