Batch file, For / If statements

This is what I have,  It filters "All" and "Administrators"


For /f "tokens=1" %%a in (c:\test.txt) do (
   If /i "%%a" NEQ "All" (
   If /i "%%a" NEQ "Administrator" (
         echo %%a
         (md c:\temp\%%a)
       )
   )
)


I also need it to filter "admin*"

all of our admins login start with adminLoginname and I need them to be excluded from this statement.  We need to only make changes to our standard profiles on a local machine.
