troubleshooting Question

include file problem

I have a page  in a website
This has an include file which is located in Root/Navbar.asp ie for a menu
I wish to refer to NavBar.asp from the page Root/Enquiries/temp1.asp so I am using
<!--#include file="../NavBar.asp" -->
The various menus  at root level all use NavBar.asp
The menus within Root/Enquiries refer to <!--#include file="../NavBar.asp" --> but are referring  to  Enquiries/temp1
Can anyone see where I am going wrong on this please.
