I get "crypt32.dll is not compatible" when trying to open Outlook 2007

I have a client who has Windows XP Home SP2 fully updated.  When they try to open Outlook 2007 they get "crypt32.dll is not compatable"  this error has occured for the very first attempt to open Outlook.  I have uninstalled office rebooted and reinstalled office.  I get the same results.  Outlook will never open therefore I can not change the configuration of Outlook.

Thanks guys,  I was able to go into the mail setup within control panel and delete the user profile.  This resolved the problem.

Outlook will no open.
I found 2 crypt32.dll files when I ran a search, they are from 4-18-08
One says system 32
and the other   Service Pack
