Terminal Services manager unresponsive.

From the console on one W2K server I cannot use terminal services manager period.  I can launch the program from the shortcut and the tsadmin.exe in the win/sys32 folder.  The program is unresponsive.  I can from other w2k servers use terminal services admin and acces the server in question.  I have no idea why tsadmin on the server in question is unresponsive.  I have bounced the server.

How about if you installed: https://www.microsoft.com/downloads/details.aspx?familyid=C16AE515-C8F4-47EF-A1E4-A8DCBACFF8E3&displaylang=en

Adminpak.exe gives you the admin tools so you can install them on workstations to manipulate servers.  I wonder if this would fix it by reinstalling it.
