I have a Windows 2003 server that frequently fills its security logs (about once a week). Security mandates require that I clear the logs and save the results as soon as this happens. I am looking for a built in windows  utility or 3rd party software that will  notify me via email when the logs are full. Any ideas?

Why don't you just increase the max size of the security log and then manually archive it on a regular basis with the Save As option within the log. If you make the max size large enough, and archive often enough then it will never fill up.

Aim to do this at least once a week as part of a regular maintenence procedure.

We have very strict security policies which specify a max log file size. Increasing the file size is not an option.  I could archive them manually once a week, but I'm looking for an automated solution

Fair enough - but I don't see how DirMonitor will do what you want.

If your polices prohibit making making the log larger, you will just have to archive and clear it more often.
