Microsoft Exchange 2003 Locales settings

We have an employee that uses Japanese language on his workstation and email.  The problem is he is receiving an error message that the language is not recognized and can not be sent.  We are using Microsoft Exchange 2003 on the server.  Workstations are using XP with Microsoft Office 2003.   After some research I changed the setting for Exchange adding the Japanese language in the locales area, he is still unable to email due to language issues.
