Exchange 2003 is not sending messages out of the smtp queues to isp's mostly.

Exchange 2003 is not sending messages out of the smtp queues to aol.com airmail.net and a few other isp's mostly. We stopped and started the smtp service, mta, and sa, and rebooted the exchange server but still about half of the messages still remain in the smtp queues after 4 to 5 hours.

do you have a reverse dns record for your exchange server.  i know aol is strict about who they accept mail from.
Does your ISP provide a smarthost?  I'd recommend using that instead of DNS

Like QBrad said, some isp do not accept emails from dynamic IPs. Is your MX record IP a dynamic IP? IF so, you do no have a PTR record.

Simplify Active Directory Administration

Administration of Active Directory does not have to be hard.  Too often what should be a simple task is made more difficult than it needs to be.The solution?  Hyena from SystemTools Software.  With ease-of-use as well as powerful importing and bulk updating capabilities.

Use your ISP's smarthost. AOL and many other big providers do not accept mail from pools of IP addresses used for ADSL or dialup services.
If you need instructions on how to setup a smart host, mine are here: http://www.amset.info/exchange/migration.asp

You ca restart the services as often as you like, if the DNS is not configured correctly then email will be refused.
