I have done the following as suggested by the link above and still get the same error:

If the file version number starts with 7, download the following ISScript.msi file and install it on your computer.
Delete the folder C:\Program Files\Common Files\InstallShield\Driver\7 from the machine.
Download IsScript7x.zip
Unzip the above file using the WinZip utility.
Double-click the IsScript.msi file. This installs the IsScript engine, which should fix the issue.
Okay - try installing ISScript11 - then try the update again.

Otherwise - you can remove old installer entries with the windows installer cleanup utility: http://support.microsoft.com/kb/290301

Where is the link for ISScript11?  I deleted it from my computer and Recycle Bin and now I cannot reinstall it.  There is not download link at http://consumer.installshield.com/kb.asp?id=Q108158
