Setting up vpn for user to use outlook client while remote using ATT signaling card

Is it possible to use a wireless phone card with laptop that WILL access the internet (via GSM signaling) to setup Cisco vpn client and /routing and remote access on 2000 terminal server so user can use his outlook just as if he was at the office? if so how is it done on the server side?

Yes it is possible.  I have a Samsung Sync A707 that I tether to my laptop via bluetooth.  My cisco VPN client Version 5.* works fine over the 3g Network.
