Also check in the registry, navigate to this subkey;
HKLM\SYSTEM\CurrentControl Set\Contro l\Session Manager\Environment
On the right pane, the "Path" under Type should have --> Reg_Expand_SZ

I need more points to give out. I will have him run these and see if ti works. I would think by the response that this is not a first. Thanks all and I will get back ASAP.

The path is fine. So is the registry. I dont think its a virus since the executables work if I type the complete path. This is his answer. I am now at a loss.
In a command prompt just try typing:
path c:\windows\system32
and then try running ping or tracert.
path c:\windows\system32
and then try running ping or tracert.

I thank you all. It seems the last try that Frostburn suggested worked as I was able to ping after that. I would say you all gave me basically the same info and varried some but it was all good stuff so I will spread the points. I also liked the command given by Sheharyaar Saahil except spelling her name took to long. I tahnk her as well.
Happy to help!
Cheers!

From the desktop, right click My Computer and click properties.
In the System Properties window, click on the Advanced tab.
In the Advanced section, click the Environment Variables button.
Finally, in the Environment Variables window, highlight the path variable in the Systems Variable section and click edit. Add or modify the path lines with the paths you wish the computer to access. Each different directory is separated with a semicolon as shown below.
