Group Policy Keeps applying itself, even after I've deleted it from the domain

I've applied a new policy for strong passwords on my Windows 2000 Server domain. After testing, I disabled the password, but the policy still worked, and i had to use strong passwords. I waited for a couple of hours (tried a manual update: sededit /refreshpolicy user_policy and machine_policy), still no joy.
I've now deleted the policy link and the object, and its still implementing itself?

Not sure how i can turn this policy off now, i fear that i shouldn't have deleted it?

thanks jsoup, i set up the new weak policy, and this has temporarily resolved the issue.
Thanks i used the Gpresult, and that explained everything, i think my problem was, i created two separate policy's, and didn't know when they were applied. The Gpresult tells you all you need to know.
