Oracle Policy Manager

How do I open up Oracle Policy manager? I'm running Oracle 10g on a laptop with Wndiows XP?

are you sure its installed?

if not install it using this guide:
http://www.oracle.com/technlogy/obe/obe10gdb/install/lsinstall/lsinstall.htm#t3


if its installed, launch the enterprise manager (the website.. probably something like: http://<YOUR-COMPUTER-NAME>:1158/em/console/logon/logon), login, goto administration, and theres a 'policies' section.
