Group Policy replication not working

I have two DC's, one running 2003 R2 SP1, the other running 2003 SP1 both are Standard edition.  I'm not seeing any replication errors.  If I make a change in AD to a GPO it doesn't change on the other server so say a firewall policy to shut off the XP firewall is implented on one server, but it does not update on the other server even if I go to sites and services and force a replication.  Any ideas???  DCdiag won't work on the 2003 SP1 server, says it isn't there.  Do I need to install the admin tools or something??

DCDIAG is part of the Server 2003 Support Tools.  These can be found on your 2003 install CD, or updated versions can be downloaded from here:

Replication Monitor (replmon.exe) is also part of the 2003 support tools and would be able to help you diagnose and correct your problem as well.

ok, I updated the support tools, installed replmon and have it open.  Now what?

There were no errors in the dcdiag from either DC.

I did a GPO status from replmon.exe and all of the versions show the same which is impossible.  I can look at them through the GPO manager and they definitely are not the same.

Use the instructions at the following link to enable replication logging, then run a manual replication of all servers (near the bottom of the page).  Check the log to see if there are any failures that stand out at you.

If this doesn't help, post the replmon.log file here so I can see it.
