Companyweb site not being able to change the theme

WINDOWS SERVER 2003 - USING SHAREPOINT.  Trying to change the theme in companyweb, Tried to using the settings in the companyweb administration page and also through frontpage 2003, they change while in the program, but when I open the companyweb page it has reverted back to the default theme. How can I keep the changes?  And yes, I saved it before closing Frontpage!  The funny thing is that it has been working fine for past 6 months, and I was tired of the theme, and when I tried to change it, it reverted back to the plain white default theme. Any help would be appreciated.

Make sure your view is the "shared view" and not "personal view"
(upper right corner)

Didn't help, still in default theme.  Both views same theme.

Are you logging in with an account that is designated as Administrator in SharePoint?  

Then are you going to Site Settings > Customization - Apply theme to site ?

If so, then make sure that you clear the temporary internet files on the machine you are connecting from and then reopen the companyweb page to see if the theme sticks.
