Install Exchange 2003

Dear Experts,

We are ready to install a new Exchange 2003 server on a windows 2003 R2 servers.
What I would like to know is the best installation and configuration practices.
Also what will be the best way for me to transfer all the mailbox from one server to the other?

    What do you have at the moment?
    It isn't clear if this is a new installation or a migration from an existing server.

    I right now have Exchange 2000 runing of Windows 2000.
    I have a new server and want to do a new install of Exchnage 2003 on windows 2003 and migrate the mail boxes over.
