Motherboard Frozen- No Memory Check- Dead?

I'm getting tired of constantly propping up this rickety tower called computers. You change one thi ng and the whole #$@% thing comes tumbling down!
I just tried to install a Blue USB adapter in a Win2k3 machine and the drivers caused a BSOD with an error msg of 0x0a. Then I tried to restart the computer, and the MB froze at the Bios and CPU ID, no memory check! I tried unplugging it for several  minutes and also tried resetting the BIOS jumper, and taking out the 3 memory sticks, one at a time. Nothing! All I get is the Graphics card ID then the BIOS ID and the ID of the CPU. And there it stops. No memory check. I'm  using a ECS 648FX-A ver1 and a P4 2.8ghz (133x21.0). On top of that, I can't get into the BIOS setup. Is this MB history? Thanks for your help.

Well. things have progressed, but not for the better. I tried switching out memory, one stick at a time and in  different slots. NO difference, except that with no memory I got no display. Tried different memory and got the same respo nse. Finally took all the memory out and tried to replace the original memory and the board stopped working all together. No video to the monitor, no beeps, nothing. I guess this was a MoBo failure in SloMo, right?
apparently you cannot read  - i asked to tes t with all devices removed and you only remove the ram ?
Ok, Ok. I did what you asked!!. Now the board with just the CPU, fan, memory and agp video gives  long single beep with no video. Tried another agp card, same thing. . What does that men?
It means your motherboard failed. See the chart below see what bios applied for your motherboard:

Thanks guys. I guess we should give up on thisMoBo. A new one is on the way.
