Using above URL, can we change the existing spf, in case if we change DNS service provider.

The URL only helps you generate a string that you can use for your SPF Record.

You must still add that to your Public DNS Servers either directly or via your Service Provider, depending on what you have in place.

If you have an existing SPF Record it's still up to you to define the rules you wish to use for it.
