Photoshop saved jpgs images cannot be read by application

I'm saving images(jpegs) to be read by a Image Viewer made in Flash. The images are in a directory and there names are entered into an XML file which is read by the Image Viewer.

When I save the images as an jpeg file from Adobe Photoshop 7 or Adobe Photoshop Elements v2 the Image Viewer cannot pick them up . But if I re-save exactly the same image using IrfanView the Image Viewer can pick them up!

Has anyone come across this before? And if they have how did you use Photoshop, preferably, to get over it?

System is PC, WinXP.

Flash cannot handle progressive jpegs. Could you verify that when you save then from photo shop but set it to not use progressive, it works?
