In Users Properties > Sessions Tab can i know what are each of these options.

End a Disconnected Session.
Active Session Limit
Idle Session Limit and all the others.

If i set the changes here will it reflect on any machine including the console accessed machine.

    These are the settings for Terminal Services Sessions
    The first option ends the TS session (rather than leaving it running) when the user disconnects

    The secomd is the maximum session time limit

    The third is the the maximum idle time allowed - exceed this and the session is ended.

    It is recommanded to set rules for terminal sessions using group policy.
    It allows you to decide rather you want to disconnect or log-off a session
    and helps you to maintain your terminal server

    if i make changes here for a user. like disconnect if idle for 15 min. Will it get disconnected if idle for 15 min as specified...

    That's the idea.
    Notice that disconnecting a session will not release the terminal license
    i.e. if you have 4 disconnected sessions and 2 active sessions, you still consuming 6 licenses.
