Crystal Reports Page Footers not being displayed

I have a crystal report for which the first couple of pages contain only summary items, held in report headers.  I have a Page N of M in a Page footer, but it simply refuses to display for these first couple of pages.  Even though these first couple of pages are predominantly report-header content, I was hoping that the page footers should still apply unless deliberately suppressed (they are still  pages after all).  Am I just plain wrong on this?  Is there anything I can do to get around it?

    Accepted Solution

According to this article the report header must fully display before any other sections can be displayed

Here is a workaround using groups and the report header in the group header
