619 refers to "Wrong username or password" i.e. your ISP is unable to authenticate your account details. This error comes when you ADSL/ Dial-up connection, this has nothing to do with Windows Vista please contact your Internet Service Provioder to reset your password. OR give a try by creating a new dialer in Windows Vista.

Strat> Run> ncpa.cpl -- This will open newtwork connections for you.
Click on File menu and select create a nee connection and select the appropriate connection and put in the details.

Cheers,
Nikhil

As is said in http://modemhelp.net/dunerror/error_619.shtml :

1.  Reboot.

2.  Make sure that no other programs are using your modem.  Fax software, Supervoice, etc...

3.  Ctrl-Alt-Delete, if you see RNAAPP loaded, then go to the RNAAPP fix page: http://modemhelp.net/dunerror/rnaapp.shtml.
