IBM laptop ThinkPad R40 on board left-mouse button do not work

I have a IBM laptop ThinkPad R40 laptop, the on-board left-mouse button does not work. I have done this action:
Control Panel -> Mouse -> UltraNav -> Enable TouchPad -> Settings -> Button -> Left Button Action -> Jump tp the Start Button -> OK
Then the left button is working. But when boot computer, on the login screen, the left button still does not work. After user logon, it is working.

How do I set to make the left-button work on the login screen?

I would suggest installing the latest drivers for the touchpad:

After installing the drivers, all settings for your touchpad will be in its default state. If the problem still persists, then it might have something to do with the OS. try doing a clean boot and see if it works.
