FormorTextBoxName.ScrollBars = Number

Use appropriate Number:
Neither (forms) - 0
None (text boxes) - 0
Horizontal Only (forms) - 1
Vertical Only (forms) - 2
Vertical (text boxes) - 2
Both (forms) -  3
