Network Utilization - a definition?

I have been trying to locate a definition of what Task Managers/ Networking/ Utilization is actually indicating. Can anyone tell me?
Thanks.

It's the amount (percentage) of the available bandwidth (10/100/1000/54 Mbps) is being used.

According to
http://technet.microsoft.com/en-us/library/bb456996.aspx
'New Task Manager Networking View':
Update Speed. Determines how often the adapters are polled to create the graphs. Polling can be set to occur at High (.5 seconds), Normal (1 seconds), Low (2 seconds), or Paused (discontinues polling)
