Disable the user and checked "Hide from Exchange address list"  But still viible in Outlook Address list.

What could be the problem...

How long have you waited?  Replication between servers can take a while, depending on how many you have and which server you're on.  Often, if you just give it 20 minutes or so, the changes you've made will replicate, and everything will show up as you expect.

Are your clients, by chance, using Cached Mode and Offline Address Lists?  It may be that your Offline Address Book in Exchange hasn't been updated yet.  I think if you look in OWA you should see your changes.  If so, you'll know your changes went through and that you're looking at an OAB issue.

hrmm.. probably a silly question, but is cached exchange mode turned on on the client side?

Yes every client is enabled with

try turning it off - sometimes it'll wind up caching things and so you wont see changes made on the server
