Restrict users on a terminal server 2003

I am managing a domain with 12 servers all running Windows 2003 sp2. I have 2 Terminal Servers and many users are connecting to them.
I need to restrict the programs users are accessing and i do not know how to do that.

    restricting programs or denying access to programs?
    To deny access, use either ntfs rights or even the software restriction policy

    We use software restriction policy as it allows you greater control of what users can run. For example, using NTFS would mean that if they have an exe on a personal drive they could run it, using a deny all then allow some, unless the exe was something you allowed it wouldn't run.
