Users get "530 user cannot log in" error message when trying to FTP to Windows 2000 server.

I have a Windows 2000 server and have configured FTP access. It works for users that are Administrators and Backup Operators, but none others.  They keep getting the error message "530 user cannot log in".  Anonymous access is allowed and the anonymous account works also.

My goal is to control access by forcing the user to enter their Windows Server account and password.

I've updated the 'log on locally' policy on the server (based on other internet findings) with no luck.

FYI, the MSFTPSVC event id 100 is found in the event viewer and the message 'Login failure: user has not been granted the requested logon type at this computer'.

the iisdiag tolol from microsoft.com will give the way to fix whatever is happening
