Translate special characters from URL

Is there a function or some easy way to translate hex special characters from a url to regular charaters. Example:

filename%20with%20spaces.ext => filename with spaces.ext

Only, with any %## characters. Sort of the opposite of htmlentities()

Perfect, thanks, I knew it existed, just couldn't figure out the function name, and since I didn't use url or decode in the google search, it wasn't helpful
