Best free JPEG/TIFF image tagger (EXIF)

I'm looking for a good & free EXIF editor. The software must be for Windows XP/Vista. It must supports JPEG and ideally TIFF too.

I want to add copyright notes, title & description. It must no break features like Windows Vista image search ...
