Trying to make an exception to url filtering

I am trying to put a command in to the ASA to make an exception for URL filtering.  This is what I am getting.
rgrayfw1# filter url except 192.168.3.28  255.255.255.255  0.0.0.0  0.0.0.0 al$

filter url except 192.168.3.28  255.255.255.255  0.0.0.0  0.0.0.0 allow
  ^
ERROR: % Invalid input detected at '^' marker.

I need to make this exception

Don't you have to be in config mode to create a filter?
