Group policy will not update to workstations

Hello, I have a Windows 2003/2000 mixed mode AD.  The GPO is replicating just fine but WILL NOT apply  to the workstations.  I have a simple test gpo with a webpage. It will not change it.  I use gpupdate /force on client and server and reboot both.  I have set the the loopback processing in all modes.. Still the GPO does not apply.  I have no relevant errors in the event logs.

I'm not sure what this means.

What is the setting you configured?
Where did you link the GPO?
I like to use "GPUPDATE /SYNC". For some reason it works better for me.
One question though. I am assuming you are forcing the Homepage for your GPO. Where did you put the information? Please path out the location. THanks.

Path: user configuration - windows settings - internet explorer maintenance - URL - important url
OK. I assume that you customized the homepage, correct?

Now did you link the GPO to an OU containing users?
Did you change any of the security settings (or if you're using GPMC Security Filtering)?
i created a brand new OU, and a brand new GPO.. i changed the homepage,, linked the GPO to the OU and blocked upstream inheritance..  
Are there any users in the OU?
If you have loopback processing enabled, are there any computers in the OU?
I placed my computer account and my user account into the test ou...   loopback processing is enabled, tested both on overwrite and merge
OK

Run gpresult and see if the GPO is getting applied (or RSoP in logging mode)
Also check the event log to see if there are any errors.


PS - are you using GPMC?
not only that!!! but if i change my home page in IE it reverts to some other page!! no idea where it could be coming from! i am blocking policy inheritance, user and computer in same out.. one policy only

we fixed it.. even though block inheritance was checked a policy was overiding it anyway.. thanks for the help
