XP 2.0 does not install USB device

XP 2.0 Dell Inspiron 8600 Intel Centrino - I am trying to connect to a USB plug and play device.  My computer finds the device and recognizes the device incorrectly and will not nstall any drivers.  Complains that the supplied drivers haver no information for my device.  The device that is recognized is made by the manufacturer (DeltaTau Motion Computers) but is not in my system.  Other computer with XP 2.0 recognizes and isntalls perfectly.  Manufacturer so far no help.  I have tried uninstalling the DeltaTau software (PEWin),  deleting all files deltta tau files from computer, deleted all references to the software and usb device in the registry, did a PCTools Registry Mechanic clean, and reinstalled the sfotware and get same result.  Any ideas -

connect the device and then open device manager and enable show hidden devices
uninstall all the entries related to your device
restart the system and let windows to redetect the device and reinstall the drivers now

There are no entries related to my device
that means the device doesn't appear even in device manager?
did it ever work fine in the past?
No - I  have never gotten it work in the past - now they are telling me I have the wrong inf file. I will compare mine to my coworkers file to see if I have the wrong file (I don't think I do) -  anyway I am still stuck
do other usb 2.0 devices work fine with this machine?
yes  - printer - logitech web camera - thumb drives - etc

The device is a Delta Tau Motion Computer - it should automatically install itself it self which it does on my co workers  machine - but my usb software says it has found a older version of the usb connection that was on a different card in computer which we are not using anymore - now it is combined on the CPU card.  Xp says it has found new hardware but can't find any drivers for it.  So I point it to the drivers but it doesn't like those drivers - I guess because it thinks it is trying to connect to the older hardware - I am making sure that I have all the usb drivers ettc for my computer then I will try using my coworkers driver software.
