Outlook Error "The message being sent exceeds the message size established for this user"

User on network is trying to send an email with a small excel spreadsheet attachment which is only 3kb.
When the send button is clicked the error message appears:

"The message being sent exceeds the message size established for this user"

    In exchange server the message size for user must be much lower. Please set it to 10MB of something

    There wouldn't have been any specific changes made for this user compared to the others.
    Where do I check if there was a limit for that user?
