My corporate clients keep getting blacklisted and end up unable to send email for days or weeks at a time. A whole business not being able to send email is a huge problem as you can imagine. What devices and/or software can I implement to stop the blacklisting? My clients run exchange 2003.

I think the first thing you need to do is find out why they are being blacklisted.  Until you identify the reason for this I feel it woul dbe difficult to move forward with any suggestions on how to overcome it.
I think you need to tackle the "source" of the problem, that is your client is sending SPAMs. You need to ask them to get their AV software up-to-date and do a FULL scan on all workstations and servers to remove any virus or malwar - which is the cause of the problem.

IF your IP address been blacklisted, you can temporarily use a smart host to send your email. A smart host is the usually your ISP's mail server.

You can also look at anti-SPAM technology in the further to avoid further blakslisting. Something like Blackspider - http://www.blackspider.com do provide service to eliminate spams.
