Give a user group permissions to create new users in AD

I want to create an AD group that is allowed to create new users in my users OU and create a mailbox for the user on exchange.  Is there a way to do this?  I am running a windows 2003 environment

I would put the user in a group - even if they are the only one in it at the moment - that way tou can remove them and/or add other users easily when you need to you will then need to use the delegation of control wizard http://www.microsoft.com/technet/prodtechnol/windowsserver2003/technologies/directory/activedirectory/stepbystep/ctrlwiz.mspx to give the user rights to create new users and you also need to add them to exchnage admins to let them manage mailboxes.

Worked like a champ thanks! I wasn't sure if I could granulate what the group could do through delegate control so that was perfect!
