Email deilvery restrictions and internet email

We are using Exchange 2003 and have rules in place to allow some users to send and receive internet email while another set of users are setup to only send and receive internal email. I would like to allow the users that have internal email the ability to receive email from a specific domain. Is there a way in the Message Restrictions in exchange to allow "only from" but include an internet domain or any other way?

You cannot restrict to a specific domain, only to a specific email address.

When I go to active directory, select a user, goto Exchange general, there is a delivery restrictions button. In this button I can set to allow messages from or "only from" specific users of my domain. Is there a way I can expand this to allow messages from other specific domains?

No.
If you could I would have stated that. You can either restrict all or specific users, not domains.

I guess I was not explaining my issue clearly. We have 10 employees that have internal email only. I would like ( to punch a hole ) in this restriction and allow them to receieve email from internal and 1 other domain (such as hotmail.com). I have figured out how to do this by creating a new contact and allowing that contact through AD. Thanks for your attempt.

A contact would only allow one specific email address - not an entire domain.
If you wanted specific email addresses then that is easily done using the contact method.
