Change WINS & DNS IP addresses

I need a script to change the current WINS & DNS IP addresses with some restrictions.  
If a particular IP address exists then do not change it otherwise change to new address.
Also, the primary and secondary have to be specified in certain order per request.  
I've scripted NETSH but can't get it to do all the above?  Please help thank you

    You meam the DNS and WINS servers used by clients - not the contents of DNS and WINS i presume. Why not do this with DHCP options - its much easier to manage that way.

    I was able to solve the isuue with my own research, therfore I don't feel credit should be give to anyone on this thread.  Thank you
    Solution:  Create a script using Netsh commands and VBScript calls. If anyone needds the script email me.
