BES Enterprise Activation Hangs at 50%

I have BES 4.2 Running, and Exchange 2003.  From a new BB 8830 I attempted an Enterprise Activation.  the first try it got to 43% with Email Filters, Email Settings, Map Locations, and Spell Check Options  hung on Initializing.  I was getting new e-mail successfully, but Calendar and Contacts had actually been synced previously through desktop manager.  I researced this problem, and wiped the handheld.  Repeated this steps.  This time it got to 51%, same options showing as "initializing", my emails were coming in, my calendar was syncing, but there are no contacts.  After a half hour or so it dropped to 49% completed, and that has been the only change for over an hour.  

I'm not sure if I should just be waiting for the contacts to populate, or if it's truly hung up and I need to figure out why.

Depends on your signal quality.

I let it run for at least a few hours and sometimes overnight.

I have seen issues where the BB device needed replacement, and ot the user needed to be removed from BES, and readd-ed after a new Wipe of the BB device.

I had wiped it, and therefore there was no Contact info. What I did was stop the activation, go to User > Properties > PIM SYnc and set Address Book Syncronization Enabled to False and ran the activation.  It completed 100% quickly.  Then I Imported the contacts with a onetime sync on the Desktop with Desktop Manager.  Then went back in, changed Address Book Syncronization to True, and resent the IT Policy and Service Books to the Blackberry.  

It doesn't appear yet that the Address Book is syncing wirelessly.  Will this never work since it wasn't selected when I activated it, or will this go into effect after it processes the Calendar/Address Book?
