BES Enterprise Activation Hangs at 50%

I have BES 4.2 Running, and Exchange 2003. From a new BB 8830 I attempted an Enterprise Activation. the first try it got to 43% with Email Filters, Email Settings, Map Locations, and Spell Check Options hung on Initializing. I was getting new e-mail successfully, but Calendar and Contacts had actually been synced previously through desktop manager. I researced this problem, and wiped the handheld. Repeated this steps. This time it got to 51%, same options showing as "initializing", my emails were coming in, my calendar was syncing, but there are no contacts. After a half hour or so it dropped to 49% completed, and that has been the only change for over an hour.
I'm not sure if I should just be waiting for the contacts to populate, or if it's truly hung up and I need to figure out why.
