Free Navicat Equivilant?

Navicat has a great admin tool for PostgreSQL, especially when working with the Import wizard functionality.  Does anyone know of a free tool or utility that I could use with pgAdmin III that would accomplish the same type of import functionality found in Navicat?

    So what does navicat do? and what does PgAdmin do?

    You could use mysqladmin for general administration and configuration of the databases, but i don't know it works with postgreSQL

    It has some excellent import features for fixed length text files as well as CSV files.  It is similar in my mind to SQL Server's DTS package when it comes to ease of use...

    I don't think mysqladmin works on a PostgreSQL database, but I am unsure...

    Navicat Pro is $253.  Three hours of looking for an alternative, downloading it, getting it to build, and figuring out how to use it pays for the Navicat license.
