How can I create a global rule on exchange?

I was wondering if I can create a rule that will applies to everybody's outlook, all I need is to filter the a content and move it to a different folder.

Which version of Exchange?
If it isn't Exchange 2007 then no, it is not possible to create a rule in the way that you are probably thinking of.
You would have to create an event sink, which requires programming skills.

Simplify Active Directory Administration

Administration of Active Directory does not have to be hard.  Too often what should be a simple task is made more difficult than it needs to be.The solution?  Hyena from SystemTools Software.  With ease-of-use as well as powerful importing and bulk updating capabilities.

There is no mechanism in Exchange that creates rules.
All event sinks could be described as third party, but you may have to get one created for you.
