how to get <add key="key" value="value">

i'm working on a web app with .net 1.1 and postgres as db.
i've created a layer structured app. with  view->application->domain->persistence.
every layer is a dll, except the view which is the web app which contains the web.config, global.asax...

i can access values with :
but only from the view layer.

is there a possibility without passing through sessions, to be able to get values out of web.config from any layer as configuration values?
if not how can i create a config space for all my layers?
do i need an appart layer which will be included in all my layers in order to get values?
