Populating Exchange Public Address List with Personal Contacts

I need to create a public address list ni exchange server 2003 and populate it with the contents of the senior manager's personal contacts list - contains all external client email contacts so that all users can access and use the contacts.

How can do achieve this ?

I would strongly advice against it.
Once you have the contacts in the AD it is almost impossible to maintain as you have to do it using the Exchange tools. And while those contacts will be important to the business, in most cases the vast majority of the users will not care about them. In my experience the users do not take kindly to pollution of the GAL with external people.

My preferred solution is to use a public folder.
This is not only easy to deploy, but easy to manage for the end users to keep up to date.

Can this be gimicked so that the 'host' email address database is on the server.  All the client pcs are laptops and with the above suggestion if the host pc goes off-site then the company public address list would be lost.
If you need it for laptop use then simply add the folder to Favourites in Private Folders and configure Public Folder Favourites to be synchronised.
