MYSQL base dir?

When I run an install.php script it gives me this error:
Checking open base directory...On -  Please upload a test file

  Please add 'G:\Website/php/tmp' in openbase directory entry of your configuration file.

Does anyone know what that is. I am using MySQL and PHP and how would I set this up in mysql

    If u are new to MySql and PHP environment , and if u feel hard to install these setup

    U may try some free packages, Those packages take care of all these dirty installation issues!

    I suggest u 2 packages 1) XAMPP(It came with lot os useful  PEAR classes) 2)EasyPHP

    Both are good for easy installation!

    U install MySql and APACHE , PHP  with just a simple click! Try those packages!
