Create an administrative template

I would like to download or create and administrative template for windows defender.
I do not have it by default in the GPO editor.
can soemone give me a link to download it?

"In Windows XP, the Windowsdefender.adm file is in the C:\Windows\inf folder. In Windows Vista, the Windowsdefender.adm file is in the C:\Windows\PolicyDefinitions folder."

Do I need first to install the windows defender in order to have the admin template?
If so in the GPO from where should I add the template.? from a client in the network?

As described in the KB article above, install Defender on a client workstation, then add the GPO template from the above-referenced directory on the client workstation on which you just installed Defender.

I added the windows defender admin template , but I don't see anything that will prevent user from changing the settings for the sofware in his/her machine.

the other issue if a user closes that dialog box of window defender , he can't reopen it it will give error:
Application failed to initialize 0x80070005. Access is denied
