Rest Folder Permission Unable to take OwnerShip of Folder

I have a small windows 2003 AD domain. A user messed with some permissions on one of his folders and managed to lock himself out. Even as the domain admin I can't even access this folder or take owner ship of it. How can I reset the permissions on this folder.

I'm trying to use the /G switch with xcacls and keep getting access denied
Have you tried with the administrator account and not a domain admin?
Here is what I am trying
xcacls <folder-path> /E administrator:fo
does not like this syntax and keep replying back with a list of the proper syntax for xcacls the only syntax I can get to work is the /g switch but I get access denied

Still getting access denied even using the VBS version of xcacls
Got it....it was a folder owner ship problem
