Blackberry device on pending status

I recently rebooted our exchange 2003 server.
And our Blackberry server 4.0

We have a total of 5 blackberry device users

2 of which have remained on pending status since the servers were rebooted  2 days ago.

Please help.
Who is Participating?
Try also to resend the IT policy.
If the device did receive the policy and the problem still exists try to resend the service books.
If that didn't work I also suggest that you follow michaelhooper last tip: reactivate the BB
i'd first try removing the battery and sim card from the bberries in question for about ten seconds then reinsterting and see if that helps......I know on occasion I have stopped receiving email from the bberry server and doing this solved my prob....

if that didnt work i'd try reactivating them....
